EXECUTIVE SUMMARY
Key Findings and Recommendations:
An Inter-Cluster Assessment Mission was conducted to Orakzai Agency from 8 to 13 April 2016 to assess the situation in a sample of recently denotified villages. An estimated 15,000 IDP families from Aa Khel, Mulla Khel, Chapri Feroz Khel, Mishti Hindara and Mishti Gawak tribes are expected to return to these areas starting 20 April 2016. Approximately 2,800 families will return in the first phase through the Jerma embarkation point in Kohat.
These IDP families are currently residing in Togh Sarai camp and host communities. In addition to the registered IDP families, there is an estimated 50,000 unregistered IDP families that will also return to Upper Orakzai.
The overall security situation is conducive for returns with the whole area under the full control of the military. The situation in Upper Orakzai sub-division was significantly worse than in Lower Orakzai. Most houses in Upper Orakzai have walls intact but the roofs have collapsed. Most Government facilities in the area including schools and health facilities have been totally damaged. There have been negligible spontaneous returns and there are no functioning markets. In Lower Orazkai, by contrast, some 90 per cent of the population was never displaced, there was only minor damage to schools and health facilities, markets are functional and livelihoods remain relatively unchanged. All areas are accessible by road, however, the access roads in Upper Orakzai are in bad condition.
Recommended priority actions include the immediate actions:
Prioritize assistance to Upper Orakzai sub-division 2. Establish humanitarian hubs at Ghiljo and Man Panra Dran Sheikhan.
Pre-position shelter (tents) and NFIs in areas of return in Upper Orakzai.
Provide health and nutrition staff as a surge capacity in the acute phase of returns (12 to 18 months).
Establish improved sanitation facilities, improved water sources and conduct hygiene promotion.
Establish temporary learning centres for especially for girls in Upper Orakzai.
Provide mobile health units for expectant mothers in Upper Orakzai.
As well as:
Provide agricultural inputs (including fruit trees) and rehabilitate irrigation systems in Upper Orakzai.
Conduct early recovery projects especially for unregistered returnees.
10.Improve access road to Upper Orakzai.
