EXECUTIVE SUMMARY
Key Findings and Recommendations:
An Inter-Cluster Assessment Mission was conducted to Kurram Agency from 8 to 13 April 2016 to assess the situation in a sample of the 151 recently denotified villages. An estimated 12,000 families from Alisherzai,
Zemusht and Masozai tribes from Central Kurram are expected to return to these areas starting 20 April 2016.
The overall security situation is conducive for returns. The situation in the three tribes differed significantly.
Alisherzai tribe had the highest levels of damages (80 to 100 per cent of houses destroyed), in addition, there have been no spontaneous returns have occurred, the land remains fallow and there are no shops intact. More than 80 per cent of IDPs have returned spontaneously to Zemusht and Masozai where they have already rehabilitated 30 to 40 per cent of the agricultural land, livelihoods are restarting, and there are several shops.
Sadda market is functioning, accessible and has all essential supplies. All areas are accessible by road, however, it may be difficult to access some villages of Alisherzai during the monsoon season.
Recommended priority actions include the immediate actions:
Prioritize needs of Alisherzi tribe (4,523 families)
Pre-position of shelters and NFIs in areas of return, especially the Alisherzai area.
Rehabilitate health, water and education facilities as a matter of priority.
Provide health and nutrition staff as a surge capacity in the acute phase of returns (12 to 18 months). Support the establishment of appropriate feeding services and nutrition awareness raising.
Provide mobile health units for expectant mothers in proximity to their areas of origin.
Establish temporary learning centres, especially for girls and provide learning/ teaching materials.
Provide agricultural inputs (including toolkits, seeds) and assist with restocking of livestock especially in Alisherzai tribe As well as:
Conduct detailed needs assessments.
The Government should expedite the housing damage compensation process.
10.Conduct cash for work activities including for the reconstruction of irrigation channels.
